Nebraska feasted on past rules where they had no limits on scholarships or really even admission standards for football players for years and chose to exploit those things in the name of dominant football. And drug testing wasn't anything close to what it was today.
In 2019 all those built in advantages are gone and it's a level playing field. The right coach at Florida St. could have a national title contender in 2-3 years with the players in their backyard.
Nebraska has basically been reduced to just another northern state school with more tradition than most, which kids today give 0 ****s about. They gotta build an identity from the ground up and take their time like everyone else has to these days. Wisconsin is their model. Their myopic views, living in the past, and associated inability to realize this have resulted in firing coaches every 3 years for not producing Tom Osborne results in a completely different landscape in college football. And this has set them back decades.
