under the Constitution, and fulfilling requirements established by states to be on the ballot.

If a (or many) state(s) had implemented a birth certificate requirement in order to be on the ballot, it would have been in their purview to do so. It would be up to the candidate to determine if they wanted to meet the requirements or not for eligibility.
