Legalize drugs
Legalize firearms
Hell..legalize anything the gangs are fighting over and trying to sell through the black market

Investigate, arrest, and convict on real crimes...not crimes without victims.....turn police more into security forces..not shake down units that trample on rights everywhere.

Figure out a way to get real investment in those areas with private money.
