Why is the Bureau of Land Management located in DC?

NASA?

Department of Agriculture?

Customs and Border Protection?

NOAA?

Fish and Wildlife?

Wouldn't all of those agencies function more efficiently if they were HQ'ed in locations closer to the programs that they serve?
