The argument here is that the HOUSE is not conducting this investigation. This investigation is being conducted by a handful of committee chairs at the behest of the Speaker. That is NOT the House it is a small cabal within the House.

Impeachment was designed to be a function of the full house. That does not mean that everyone has to agree but it does mean that everyone has a voice. This investigation and the subsequent hearings are being done in private by a single party and are intentionally shutting out a vast majority of the House.
