To issue subpoenas. Thus what they are doing is throwing away precedence regarding impeachment in the House, that have been in place tsince forever. Thei basis is because committee chairman have right to issue subpoenas as part of their oversight role.

Can you see now why the rules were not changed for impeachment. Rather the claim from the left should be that it was never required.
