Ironically, this is the report that Mueller cited for support, along with his indictment of Russians who never would see court, as proof of the Russia hacking in his report. A confirmation loop as it were based on - lies.
The ICA report was based on Clinton Campaign propaganda (Crowdstrike, Blumenthal, etc.). IT experts have said the Hillary and DNC emails weren't hacked but rather downloaded.
