Zero. People who refuse to support themselves do not have a right to expect the taxpayer pick up the costs of their basic needs. There is no Constitutional requirement that the Federal government do so. If individual States want to feed, house, educate and provide medical care for the indigent, that is up to the voters in those States. I would vote against such candidates in Missouri.
