If the DOJ is investigation Biden (and they SHOULD NOT BE), WHY THE **** WAS RUDY THE UKRANIAN INTERMEDIARY?

If the DOJ was/is investigating Biden (AND THEY SHOULD NOT BE), why did trump make the call to the Ukranian Prez, when the link posted above by tardyboy, clearly lays out that BARR should be the point person?
