he's a donald j trump/trump campaign/trump organization employee.

He's not any more of a party to that treaty than you or I. That treaty specifies who shall make requests (Central Authority)....trump's request was an "unofficial" (quid pro quo, if you will), back channel request for help for the trump 2020 re-election bid.

If there was an actual (US) investigation of Joe/Hunter/Burisma, the AG (or his appointee) would have make the request for assistance with his counterpart.
