1. The military aid was never frozen, just delayed in accordance with coordination with our NATO allies.
2. The ICIG only judged the WB qualified under the WB law. His determination of credibility had nothing to do with the substance of the complaint. In other words, the ICIG was not confirming the substance of the complain was valid, just that he had standing to bring the complaint under the WB law. Upon submission to the NSD it was determined that the WB was not a WB under the law.
