Trump's authority to grant a waiver to Cali is within the CAA. Under the waiver Cali was allowed to impose higher emission standards on auto makers. In other words the law's enforcement mechanisms to compel compliance were being used by the State to impose greater requirements in Cali than the auto firms faced in other States. Trump revoked the waiver under his executive authorities. The waiver did not allow Cali to opt out of compliance. This is not a 10th Amdt. matter.
