Yeah, we can't have recruits in the academy who can't read when they cover constitutional law, state laws, city/county ordinances, or case law affecting laws of arrest and search & seizure. Or attorney general opinions on how a law should be enforced.
To demand that recruits have acceptable reading comprehension skills is racist.
