Pro-active policing takes a holiday. Officers second guess themselves and hold back on using the appropriate level of force for fear of being tried in the court of social media.

Taking a combative person into custody isn't easy. Officers are often rolling around on the ground and have to nearly fight one-handed while attemping to practice handgun retention. And idiots who have never been placed in that situation want to post video to social media lacking context of the actual situation and editing the video to alter content.
