I think it silly to believe, as stated before, you can get to a point with a country or people where trust and communication is so bad the only recourse is war. But then you will begin to reach agreements with those same people on how you will go about killing one another.
And charging after the fact is certainly proper if it is believed lines were crossed. But while a war is being waged, if there is any morality to the situation it is to do what you can to end the carnage as quickly as you can.
