it isn't determining qualifications to be President
it is a partisan primary. The Constitution doesn't call for primaries. It doesn't say there is a two party system. A state can determine if only voters with a party affiliation may vote, or if any voter can vote. The same way it can determine the process for appearing on a primary ballot.
You still haven't cited relevant Constitutional support.
