The money probably had to be disbursed out to a range of 'diverse' community interests before any residue could be spent directly on the targeted problems. This is how it works in Dem controlled big cities. I recall the Federally ordered school desegregation programs in KC first had to spread funding amongst local black owned business and community organizations before one black child was educated.
