They had the map without the yellow on one of the news stories I saw and then added the yellow graphic in. Ricono wasn't clear because I knew one of the earliest stories had a woman getting an outrageous increase east of hospital hill while comparable properties had a slight increase.

They went on to say the folks most affected had little access to internet/computers to easily refute the new assessments because they were in the mostly black or hispanic areas and poor. Others living there were white and elderly.
