Of course, whether no-tuition public universities are a good idea is a question to answer with zero attention given to college sports.
The proposals I’m familiar with would not cover tuition at private schools, which would put them at a disadvantage most likely. But they currently have an edge in many nonrevenue sports, where scholarships are limited but private schools have much more leeway in granting nonathletic scholarships. Free public college would likely level the playing field in everything outside of football and basketball.
I imagine the easiest approach for the NCAA would be to limit total roster size. The current rules allow 25 signees per year, 85 total scholarship players at any given time, and 105 total players on the roster before school stars (so 20 preferred walk-ons) with no roster limit once school starts.
A scenario where scholarships are made moot could lead to a scenario where teams are allowed 105 players, plus “walk ons” who don’t participate in summer workouts. The result might be that some schools “sign” a few more recruits than the current max of 25, but it would only be a few guys per year.
