free tuition for everyone?

Would the top 10-15 programs sign 40+ kids a year?

Could a professional football "minor league" system that pays players emerge as an alternative option for top players? Players could always go back to college for free after their playing days are over.

Without athletic scholarships, I assume players could transfer freely without sitting out.
