Here's a thought. Quit paying people to rebuild.

I'm old, feel free to tell jokes.
The reality is that it used to be called a beach shack, a small rundown easily replaced building you put by the beach.
Now? It's a million dollar or more mansion that people demand govt money to rebuild when the inevitable hurricane strikes.
and why not build them? You can get some sucker in the midwest to pay taxes for you to live the sweet life on the beach, while telling them to have insurance for the much smaller unpredictable tornado.
