The lickers are responsible for their acts; blue bell's management is responsible for not putting tamper proof products on the shelf.

the individuals will pay the price for their act; blue bell's management/ownership will pay the price for failing to provide a sealed product.

One would think that 30 plus years after the tylenol tampering case, producers of packaged consumer goods would provide a sealed product.
