it sounds like the shooting occurred after they wrestled around for a bit. I wonder if the officer would have wrestled with a dude if he himself wasn't armed. He might have just said, ah **** it. I'll wait till I have back up before I get physical with a rando over an alleged bad check. Or maybe he gets shot no matter what. It's hard to say. It sucks what happened, regardless.
