No idea what you are talking about. "shutting out a Walmart" ?? Sorry. Don't know what you are talking about. Never been a secret here that I am NO FAN of Walmart, nor their customer. That is another matter. I was long gone from from the field by the time that private prison infestation began in the world of industrial attraction. I left the industry due to increasing reliance on tax breaks and tax cuts. I had seen the benefit of limited tax breaks, limited programs.
If a business created X jobs that lasted X years, they would enjoy a tax break for the business. The responsibility of that deal died off and the move was just to give huge breaks to build the plant. Across this country - Mercedes in TN and VW in PA and Harley Davidson in Lees Summit - you see cases of businesses which came in as terrific trusted community partners pulling stakes Day One when then those tax breaks ended. I believe both in PA and TN, that happened on the very day those incentives ended.
I find the practice pernicious. My focus in the field was assisting rural areas develop plans to build themselves up. Did that in Hannibal and Noel and Appleton City and a variety of others.
