First of all it puts politicians in a place where they need to pass laws to assure a steady supply of "product" or "customers" so these private prisons are assured a return on their investment. Secondly, it displaces manufacturing and other more productive industry. This game played by economic has long been under the rubric of "industrial attraction". You add to the national GDP. You are producing.
AND with such facilities there is a definitive ripple effective. I did this work. I know. Support businesses crop up in support to support workers. Construction, contractors, retail, restaurants, real estate, banking, etc, etc. Not a lot of that happening with low wage prisons. The word "criminal" was a metaphor for the displacement of more vibrant industry.
