Great Depression the government was pretty much ran as only having powers explicitly mentioned by the Constitution as intended by the founders.

FDR & the New Deal tossed it upside interpreting government as having power unless explicitly denied by the Constitution.

That is why government has become an increasing bloated encroaching mess
