One of the first cases in the country, at the state level, was the Bob Berdella case in 1988.
It's gotten completely out of hand all over the country since then. The very worst place is the state of Kansas.
I know two different kids who had their cars confiscated and immediately forfeited in Mission for very small amounts of mary jane. One of the kids had a bong and a seed in his ashtray...
