both fair and have some bite would be for them to be penalized their entire salary for a year at the new job.

You could argue that the new school should have to put up with some punishment for being willing/dumb enough to hire a guy with past trouble, but sometimes the violations aren't known about until after he's changed jobs and you're just penalizing more (presumably) innocent kids.
