written. read the very end of the article:

"The Big 12 and ESPN also announced that the football championship game will carried on ABC or ESPN through 2024."


essentially, espn paid the conference $40 million to broadcast the conference championship game through 2024, and also picked up everyone's 3rd tier rights as a throw-in.

everyone except OU and Texas, that is. They didn't have to throw in their tier 3 rights.
