I think the average of a multi-year term is fair if you're going to go the pension route. I see a lot of room for abuse with the "highest salary" approach. I've seen it with teachers, where they'll work a job that pays $50k for most of their career, then suddenly become an administrator for 1 year and get the pension based on the administrator salary. That's basically fraudulent, but it's legal based on the stupid negotiation package that allowed it.
