like they expect us to. But she's of the age when pensions were still en vogue.

Allowing them to draw a pension which is measured by their highest earning year is fundamentally flawed. If you're in private business and you stop producing, you don't get to keep your highest salary ever. That's on the folks that negotiated it though or the legislators who approved it.
