If you're just at a bar or in a social setting, nobody should even introduce themselves as "Dr.". It's douchey.

If someone is at a conference and presenting on something in their doctorate field of expertise, I have no problem with them introducing themselves as "Dr.".

It's all about context and setting on when it's appropriate, not what doctorate degree you have.
