Why does a single vote in MT count more than mine

THere is a problem with that,

Twice in 20 years, that is 2 in five elections, the GOP gets beaten by the popular but seats their candidate.

I have always like the IDEA that Delaware and Maine and yes even MT should count for something and not have pols only focus on huge population centers. I get that. But I also get that candidate people voted for did not get seated 40% of the time this century - so we might want to address that.
