The electoral college would still exist -- a person would still have to receive 270 votes from electors to be President.
However, how each state chooses its electors would change. In many states, the winner of the state popular vote wins all the electors. At least two -- Nebraska and Maine --- assign them very, very loosely based on proportional vote.
What Colorado is considering -- and others might as well - is that the electors would be decided based on the overall national vote, not the state vote. Thus if Candidate A got 48% of Colorado's popular vote and Candidate B got 52%, but Candidate A won the general election, then Candidate A would receive all of Colorado's *electors* in the electoral college.
Hope this helps.
