insure these babies/children/teens are provided necessary resources to thrive AFTER BIRTH. To take your example, if you enable/force that black underage teen in the ghetto to have her baby, what can be done to increase that probability that child can have a more normal life and not be a burden to society down the line? Do we set up kibbutz like communities?
