First in reality, not sure i'd buy the fact that there was not just a bit of graft that came to the councilman.

That aside, assuming the story is true as you cite it, i think that while this particular instance may be harmless and even good, to allow that deal to go through would signal that council members can use the power of their offices to coerce payments out of potential contractors.

I vote no.
