Perhaps if it had there would never have been an "Arbeit Mach Frei" sign on the entrance gate at Auschwitz.
There is no shortage of individuals, groups, countries, etc. that wish to do harm to individual Americans, certain groups of Americans and America in general. Some mass shootings may be the "cost" of preventing greater harm. Not a happy thought, but that doesn't mean that it's not a valid one. The cost of mass shootings is horrific, but the costs of what might happen if there was no second amendment could easily be far greater.
