By the way, there were/are exchanges under socialist governments which don't fall under the control (either intentionally or accidentally) of the govt.
Socialism occurs with the provision of goods/services, and this can happen in narrow ways such as the wall.
"And government won't even own the means of production of the Wall. The government will hire private enterprise to build it as it does nearly all the time."
This is irrelevant to the determination of a socialized good.
