Why did trump sign a FYE 9-30-18 budget that did not contain funding for his wall?


Why did trump sign 2 CRs for the FYE 9-30-19?


He had a better chance of obtaining funding for his wall in each of those periods (as the pubs controlled congress.) Why did the house pass a CR containing trump's wall funding only AFTER the midterms, when many were lame ducks, and they were aware that it wouldn't pass the Senate (i.e. it was a hollow gesture)?
