Why didn't trump force the wall issue in the 2017 budget? Why did he sign 2 CRs in 2018?

Trump should have shut it down in 2017 and/or prior to the 2018 mid-terms, if he felt this strongly about his wall. Why didn't the republicans pass the wall in the house & push it to the senate and make leverage the dem senators that were in contested elections (Claire, manchin, etal.)?
