I think a person is still a criminal for as long as they haven’t sufficiently paid for their crime. But first, they have to be determined that they are a criminal based on the severity of the law that is broken.

If someone steals something, they are more definitely a criminal. If I drive 21mph in a 20mph zone, am I a “criminal”?
