Is there a country anywhere that does not have a government?

Country is a fairly amorphous term, so it's a hard question to answer. But, the answer is probably no. Unfortunately, various govts have put their controlling hands on nearly every corner of the globe.

Should there be laws?

Yes, there will always be the natural law.

Should there be rules?

Yes.

Should a football team have rules?

I guess so? I don't really care how any given football team is run.

Should a college have rules?

Sure?

If you join the club, not that you ever have or will, should you have to obey the rules of that club to maintain membership?

Yes, it would be up to the club. Interesting that you picked a voluntary club though.

What kind of society do you want?

A free one. One which upholds the individual over the collective. One which people like you keep their hands out of my pockets when it comes to your grand socialized schemes like a border wall.
