While I said this plan was "interesting" I am not necessarily on board with it, but there are things to consider.
The last time they reduces scholarship numbers it let to a massive boon to college football and a huge growth in popularity.
Reducing scholarships is better than limiting participation. No reason backups can't play in blowouts. Gaining some experience in that way is invaluable to the player and the program.
