stands for. If states were to do the exact same thing I would have no problems with it. Healthcare is not an enumerated power of the federal government so Constitutionally it should fall to the states to address.

There is actually very little that is Constitutionally excluded for states. As screwy as California may be most of the stupid laws they pass are perfectly within their mandated rights.
