That is, he will go to some length to say what a schmuck and a terrible person Donald Trump is. How he is vile, racist, womanizing, greedy, and just not a nice person.

In other words, Mueller will give his opinions.

Then, Mueller will say there are no actionable criminal issues with the president.

He will attempt to walk the line between his socialist masters who demand their pound of flesh from the president, and the truth. He will say bad things, none of which amount to anything. Certainly not criminal. But he will rant and give his opinion, he will blame others for not being able to get more dirt on the president, and he will ride off into the sunset having done a wonderful job of trying to sully the president and take down his administration.
