Maybe it's just me, but I am still in the camp that says a full ride to a university qualifies as "payment." As a parent that has paid my share of college expenses and of two sons repaying student loans, I say tuition and room and board to a major university is damn fine payment.
As far as ag subsidies, I see food as a different thing then widgets. Without s strong food sector it is impossible to have a strong nation. Farm subsidies haven't accomplished everything they were supposed to, but the have helped keep food cheap and plentiful and out of the hands of global corporations.
