You can pick up on it from TV shows with New Yorkers or purported NYers speech.
He did not say that you need ID to buy a box of cereal. He said that buying that box of cereal suffices for ID. That's a sarcastic way of saying you don't need voter ID to vote. You hear similar statements from stand-up comics going through their routine. I just associate it with New Yorkese.
