I suppose at past points he might have been considered average intelligence rather than low depending on what parameters you used for measuring. Regardless, the degradation of his mental facilities is what makes him appear to be such a doofus so frequently. He used to be a reasonably functioning person with decision making capabilities, reasoning skills, and ability to speak in public. That time is just now past.
