Its out of ignorance or pandering to a racist base, not because he is actually racist. He just forgets what is going on. This is almost certainly one of those times.

Nobody lies that much for no particular reason or gain. He is just a low information individual who constantly contradicts himself or says untrue things because he doesn't possess the capacity to know or retain things. There is nothing sinister afoot. Its just ignorance.
