are dismissing the power of EOs. If not challenged in court, and defeated, EOs have the power of law.

Look at the number of federal regulations that are currently on the books. How many of them are actually due to legislative bills passed through through congress and how many were simply create by some government agency. It does not really matter how a regulation came into being, if you break one you will have the full weight of the US government fall on your shoulders.

If Trump were to issue this EO and it somehow went unchallenged then it would become the law of the land.
